Proposal for the Establishment of a Clinic for Alternative Medicine at Barangay San Perfecto, San Juan City

Background and Rationale:
Barangay San Perfecto is one of the 10 barangays in the first district of San Juan City. The total land area of this Barangay is 8.0332 sq km (2) that is bounded by: N. Domingo, Tuberias and Blumentritt Streets (see figures 1 & 2). Majority of the land, a total of 5.9769 hectares is used for residential, while only 0.3 hectares are used for commercial and 0.4718 hectares for institutional use (2). Due to its location being near several creeks, the place is often flooded when typhoons occur in the Metro Manila area.

Based on demographic data taken in 2010, as reported in their website, San Juan City has a relatively a low population density city of 21,063 persons per square kilometer (3); about 27% or 32,165 people of the town’s inhabitants belong to the age bracket under 1-14 years old. However, Barangay San Perfecto is one of the barangays that registered an increase in population as of 2003 data (1).

Currently, the Barangay San Perfecto has 3,693 registered voters. The estimated population is 4,106 of whom 54.8% or 2,254 are females and the 45.2% or 1,852 are males. There are 1,642 families or 821 households based on 2010 survey (3). Compared to the other barangays of San Juan City, Barangay San Perfecto, is considered a community of low income.

The Barangay hall, located at San Perfecto Street houses the office of Punong Barangay, Office of the Barangay Treasurer and Secretary, the health Center, office of the senior Citizen and the Day Care Center. The Health clinic at the Barangay San Perfecto is one of 9 barangays with a health clinic for the entire City of San Juan. It also services nearby Barangays. For the past 4 years, the Post graduate interns of the UERM, have begun offering out-patient clinic services for medical problems.

Moreover, in the past year, the Graduate school has given free acupuncture and other alternative treatment modalities (therapeutic massage, ventosa, etc) for patients at the clinic. In 2015, there were two such sessions, but in the current year, the practicum clinic of graduate students in MS Asian Health Practices had conducted more than 6 sessions (three per trimester up to the second trimester; and the free clinic as part of Corporate Social Responsibility fo the UERM) (please see pictures in the appendix). In those times, it was documented that there
were several patients (at least 24) with ailments that responded well to these treatment modalities, particularly stroke patients and those having pain of various causes, eg. back pain or shoulder pain. In all of these sessions, the Graduate School provided for the payment of consumables (disposable acupuncture needles, alchol swabs, etc) and the honorarium for the licensed acupuncturists, who are also part time faculty members of the Graduate School.

However, with a dwindling enrollment primarily for MS Asian Health Practices (only one new student per year), it has become increasingly difficult for the tuition of the student alone to cover for all these expenses, which are given free for charge for the patients. It is in this perspective that the project proponent would like to submit a that a grant proposal to provide for the part of the cost of operating an acupuncture and alternative health clinic for the residents of Barangay San Perfecto, San Juan City.
As per coordination with the Physician in Charge of the clinic as an extension clinic of the UERMMMCI, Dr. Juanario Sia-Cunco (Batch 1986), the Barangay members highly appreciated these free alternative health treatment sessions and they are very open to having a clinic for alternative health in their barangay clinic. This will also serve those patients who cannot afford to go to private acupuncturists or to go to a government hospital like PGH where such a service is also offered due to financial constraints and a lack of physical mobility, as they are often post-stroke patients.

Objective:
This proposal then aims to establish an alternative health clinic at the Barangay San Perfecto Health Clinic. Specifically to provide health services to patients of Barangay San Perfecto and nearby barangays the following:

Accupuncture for pain control, for post stroke patients and also for detoxification (drug uses, smokers and alcohol addition) at a schedule of 1/week

Other Asian health practices such as ventosa , massage and acupressure, and
-
Educational sessions on healthy living and wellness by promoting proper diet and nutrition based on even resource constrained household budgets

Establish a clinic for alternative medicine at the existing clinic of Barangay San Perfecto, San Juan City. This is part of practicum training for students in MS AHP, to consist of 3-4 days per term clinic hours of 4 hours/day.
Already established since by approval of the Director for CESAU on July 21, 2016.
Number of patients seen per clinic day at 18-24 per 4 hour clinic period for a total of 4 sessions for the two trimesters of SY 2017-18.
Request of the Barangay through the Kagawad for health for the alternative clinic to continue beyond the three sessions per semester.
Continuing clinic services for alternative health at once weekly basis
Subject of this proposal to start in first trimester of SY 2018-19. If proposal is approved by granting agency, it shall be then sent to higher administration of UERMMMCI for tripartite MOA regarding the continuing service for alternative medicine at Bgy San Perfecto, UERMMMCI through the Graduate School and the Benefactor, Class 87 foundation.
